A number of things: There could be sleep apnea. You could also have underlying depression as well, which can also disturb sleep. Caffeine may also disturb sleep, as can alcohol. You should definitely see a sleep specialist to go over all of your sleep habits and complaints to chart out a management plan. You may also need a sleep study in a hospital or sleep lab.

Definitely, yes: Any abrupt tapering down may create a withdrawal symptoms. Always gradually tapper down topiramate  by 25mg every 3-4 days to minimize side effects. Take care.

: Typically, flashing bright lights, in a consistent frequency, photic sequences, will provoke seizure activity in vulnerable folks almost immediately, but usually within several seconds or 1-2 minutes, at most.  A delay of 30 minutes suggests a different trigger.

Brief response: Fatigue is very common in MS and typically best correlated with "burden of disease" illustrated on MRI studies. : You do NOT provide a description of the event, and not clear why he required ER visit.  Repetitive flashing lights, (photic stimulation) can certainly trigger actual seizures in true epileptics, but usually not in seizure-free patients. : Please see your Pediatrician to rule out a seizure. Some forms of seizures may result in these symptoms. Other causes to consider include metabolic causes and trauma. Is he otherwise healthy and vaccinated? Did he have COVID 19 infection?
Is he taking any medications? Is an accidental ingestion a possibility?

Sleep disorder: Many sleep disorder, like sleep apnea and periodic limb movements the person may not be aware of.  Likewise, waking up a few times at night briefly is not a sleep disorder.  What counts is how restful your sleep is in the morning.  If you sleep excessively and are still tired that might be a sleep disorder which only a sleep study can identify correctly.
