You should only be checking your blood sugar regularly if you have diabetes. In that event I would strongly advise you not to put sugar in your coffee.
If you don't have diabetes there is no need to be concerned about sugar in your coffee but not too much or too often.

Yes: Milk contains a sugar, lactose, which can raise blood sugar. However, that is not a reason to avoid milk. Your diet needs to be tailored to your health needs.

High blood sugar tes: Test result probably not altered by not drinking water for a short time.  Double check the fasting blood sugar test and ask for the test that gives blood sugar average over the last three months or so, called HgAc1 to try to rule out diabetes.

Carbs and insulin: If you do not have diabetes, your body's Insulin can often handle the carbs in beer very well and your sugar does not go up much at all.  If you do have diabetes, then it is a question of what medications you are on (insulin, pills), how many carbs, and how your body responds to it.

Seems a little: elevated but then again you have not stated whether this is all you ingested which would be important in determining.  If you have a serious concern you should consult your doctor for a formal GTT (glucose tolerance test).

You : You need a comprehensive evaluation with a diabetes support team, which includes your doctor, a diabetes educator and/or a nutritionist. Your diet will be reviewed along with your medications. There are many reasons your blood sugar is elevated. The first being what you are consuming. The second is your medication may not be sufficient and an adjustment is in order. Actually both are likely to blame. In the meantime follow a strict diabetic diet, get plenty of exercise, and stay hydrated.

Yes.: A number that high strongly suggests diabetes.  You should have this repeated and have a hemoglobin a1c drawn to confirm and get on with the treatment.  In the interim diet, exercise and wt loss are the recommended first line treatments.

Restless legs: You may have restless, egs syndrome, the cause of which is unknown. Check with your doctor and have him check your blood ferritin level there is a relationship between RLS and ferritin levels.

Low humidity: Hi. In winter, the humidity is very low even though it's cold, and insensible water loss is increased. I'm glad you're either not diabetic or your diabetes is well controlled. Whatever water you're drinking, you just may need a little more. Good luck!
