Depends: Discoloration usually refers to an intrinsic stain which means it is deep into the tooth.  Tartar and plaque is a build up on the surface of the teeth and can be polished and/or scrapped away by your dental hygienest.  Discoloration usually means you would need bleaching or a new crown to change the shade of that tooth.  See your provider for options.

Facts?: Did you have a "tooth buildup" or a temporary crown made?  I doubt they used anything with "brass" metal.  I am not sure of the laws in your state and exactly what "dental assistants" can and cannot do when personally treating a patient.  I would address any concerns that you may have with the dentist directly.

I missed the second part of your question. 
Plaque is a mix of bacteria and the enzymes they secrete. Due to the sensitivity in this tooth you are trying to ovoid using this side, hence more dental plaque (bacteria) accumulation.  Bacteria is a cause for the mild gum inflammation around your tooth and bleeding.
