Most likely, they...: Although the question is like a conundrum, clinically, they're most likely just penile papules - microscopically being benign angifibromas, which tends to appear as pairs beside frenulum or 2-3 rows along the dorsolateral spects of the corona of glans penis, and harmless so needing no Rx. Oil glands: Most likely oil glands. There are many types of glands which function to moisturize the skin. Also could be pearly penile papules which are benign little fleshy bumps. I doubt they are genital warts from description. Have derm or urology examine them.
