Yes: Most, but not all, cases of cervical dysplasia are associated with hpv. It is possible for her to have cin iii and be negative for hpv. It is important for her to follow her doctor's instructions.

Not necessarily: One can get dysplasia from more than just cancer--even mechanical irritation. Try your next pap when you have not use tampons for at least 2 weeks.
