It depends on the nature of the bump. If smooth and seeming to arise from below, it's probably a mucous or sebaceous cyst. If "on" the surface and rough or irregular, maybe a genital wart. If blister-like, maybe herpes (which is usually but not always painful and doesn't show with usual STD tests). If it's new and you remain concerned, best to see a doctor for examination. Good luck.
