Herpes lesions start as spots then become tiny painful ulcers and burst with clear fluid. What you describe seems more of hair follicles or sebacious glands of skin irritated/ inflammed. . Keep area clean and it should get better. Suggest trim instead of shave to avoid such problem. Good luck
