There are many causes of balanitis. Go back to your dermatologist and ask for a different treatment, since the one he/she gave you is clearly incorrect.

Clean area with soap and water , dry and apply cortisone ointment twice a day. If it does not clear in a week see a Urologist. It does not like sound like herpes from description. Good luck
