Usually not. HPV often causes symptoms (e.g. warts) or abnormal lab tests (e.g. pap smear) after months or years of carrying it and negative testing previously. Therefore most newly diagnosed infections in long term relationships are reactivations of longstanding infection from a distant past partner. But it's an STD, and some infections are new -- something for partners to sensitively discuss.
