This symptom almost never is herpes. If the discharge is coming from the urethra (inside the penis), then you have urethritis, always an STD: gonorrhea, chlamydia, or nongonococcal urethritis (NGU). See a doctor ASAP for diagnosis and treatment. If you are uncircumcised and you only have discharge under the foreskin, it might be balanitis rather than STD. But still need professional advice.

You might or might not have herpes, however the discharge is by no means suggesting herpes and needs to be worked up separately. Other STD’s will need to be ruled out and testing is required.
