Dear doc, my pcr test for gonorhea & clamydia result is negative ( using urine sample ), however uretral penis swab test show positive pmn, does pcr test give false negative ? so what disease is this ? no discharge, no pain, no burning sensation?

A single episode of PMNs in the urethra is not abnormal and means nothing if there is no discharge or other symptoms. Don't worry about it.
