Doctor gave me both the rectal and vaginal palpation. i noticed that outside of the lube package there are some red dots, i am afraid that's blood and what if the doctor use the same pack of lube to check a hiv infected patients body, will i get hiv?

HIV dies quickly outside the body (within minutes) so assume what you saw was truly dried blood, you should not worry about cross contamination.
