Iud use for past 4yrs, uterine lining consistently at 3mm, been absent of period. 3wks ago added lolo due to breakthrough bleeding. lolo stopped bleeding. 2d ago stopped lolo due to hypertension,bleeding immediately returned. how to stop the bleeding?

You can be treated with estrogen alone.

This current bleeding should resolve as it is withdrawal bleeding from stopping the Lolo. It's unfortunate you had to stop the Lolo but even the one cycle may have been sufficient to stabilize the breakthrough bleeding. This is a nuisance problem and not a health risk so observe things a little longer. Progesterone therapy if necessary might avoid the BP problem.
