If the tests are neg then chances of preg are near 0. sperm on vulva will not cause preg. They have to be in the vagina.

Assuming normal periods and menstrual cycles, along with repeated negative pregnancy tests, strongly suggests that you have escaped pregnancy. A bit of sperm on the vulva is not a usual cause of pregnancy. I don't know what "decidual bleeding" is, but it sounds like visit to a trusted ob-gyn to discuss better contraceptive options is warranted.
