It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. What you described suggest fungal infection. You may try an over the counter antifungal cream, consult your pharmacist at the drugstore. If that does not resolve the issue in a week or so it would be prudent to see a doctor. A skin rash needs to be seen to be diagnose. I wonder if you have a fungal infection or psoriasis, is it herpes? .
