Herpes vs other: Herpes may start as small red bumps, but they progress to blisters with clear fluid that are usually painful. The initial red bumps may be itchy or feel irritated. Small bumps like you describe are not uncommon. By your description, it doesn't sound like herpes, but cannot confirm this 100% without being able to see them.
