Likely folliculitis: Based on your description, lesions can be due to irritation from shaving. However if you have had unprotected sex with someone you hardly know or with someone with a history of herpes then it is possible that your lesions are due to herpes genitalis. Without seeing your lesions or more info, it is hard to say for sure. See a clinician for examination, possible testing, and appropriate treatment

Unlikely: This sounds more like irritation from shaving. I often recommend not to shave as skin in this area is extremely sensitive, and prone to rash and blister-like lesions. Usually herpes has bumps that are clustered/bunched together, and the bumps look like they have water in them almost. Usually this is very painful but not always. I would go get a physical exam.
