All warts are HPV: All warts are from strains of HPV, some strains only produce general skin warts and some are associated with genital skin warts. Whether this is in a transition zone between normal skin and the genital skin favored by genital strains is not clear from your post. A skin tag & genital warts can be in the same location. I would wait on the tests. True genital strain warts would be unlikely.
