Multiple boil like bumps, hard pus filled on my labia majora have been having them since puberty what is this? could it be herpes if they're constant?

Not herpes: Genital herpes doesn't behave at all like this; herpes doesn't cause "hard pus filled" bumps or lesions like boils. This sounds like severe recurrent folliculitis, or maybe a chronic skin condition called hidranitis suppurativa. See a dermatologist, who should be able to diagnose and treat it pretty easily.
