My 22 month old son has had a fever for three days and pain in his penis, he was tested for uti but it came back negative what else could it be?

Std ?: May be a std. If it is painful should have it liked at to make sure it is not serious. Rec an ultrasound as well and urology eval. Could even be a fracture. Er it looked at asap.
