Yes: Both gonorrhea and chlamydia are diseases of mucosal(non-hairbearing) skin. The bacteria best transmit by genital to genital contact. The bacteria can survive briefly on surfaces such as fingers and if then the fingers contact mucosal skin, infection can occur. Transmission can occur even if urethral discharge is not overt.

No it will be diffic: For gonorhea in males and in females you need discharge and chlamydia may or may not give discharge if you have been diagnosed with either of these conditions which can exist together in good percentage of cases, than you should not touch your genitala with fingers and put it in your mouth, it makes common sense to wash your hands after you touch your genitalia.Even if no discharge.
