Need clarification: Prior to any circ it is important to take down penile skin adhesions. A bit hard to described, but all newborns have part of the foreskin fused to the glans penis and they most be taken down at the time of circ. If this is not done during a circ, it looks fused requiring a pull down. Sometimes this leads to an appearance that a circ was not done. If it looks bad then the patient may need revision.

Leave well alone: Many baby boys develop a pronounced prepubic fat pad. This pushes the very pliable penile skin up and onto the gl;ans where it can adhere. This is physiologic and normal. Adherent skin will separate as time goes by. Pulling it down is cruel and unnecessary punishment. Penile skin bridging, if present, where circ. Scar has epithelialzed (grown together) requires division of skin bridge.

Leave or pull.......: You can leave it alone, as most of the adhesions will release on their own as the child gets older or gently pull down on the foreskin remnant--not causing any discomfort to the child--with every diaper change until the adhesions release. Either decision is correct.

Options: Penile adhesions after circumcision can occur and can be treated with local steroids and mechanically retracting it like you have been instructed if it does not cause pain. Redo circumcision is an option if there is a lot of residual foreskin.
