No: Shouldn't be unless you're severely overweight. If you're already in good shape, step aerobics will recruit different muscles and improve bone density.

Step aerobics.: The step used in step aerobics is actually pretty low, so if anything it helps build the lower extremities more than hurt them. It's just meant to add extra resistance to the steps.
