Not herpes: Unlikely to be herpes. Having said that, is the man you're referring to at risk for contracting herpes in your opinion? If so, then, of course, there's no guarantee that he couldn't have herpes unless he were specifically testing....but it doesn't sound like it from your description.

Razor burn: No reason to be worried about herpes in this situation. Lesions seen with herpes are usually small fluid filled bumps.
