Can be: The traditional 21 day active pill contraceptives do not always prevent ovarian cysts and ovulation although they do protect against pregnancy so this can reflect the fact that you still have growing follicles and may be ovulating. The newer 24 day active pill contraceptives could help since they do a better job of preventing cysts.
