Not normal: Masses in the scrotum are common, but need evaluation by a urologist before you make any decisions about their significance. And, yes, it could be cancer.

Scrotal pearl: Not exactly normal, but almost certainly benign. Scrotal pearls are tiny hard masses, usually size of grain of rice, occasionally larger & end result of calcification of a sloughed appendix testis or appendix epididymis. U may have had episode of scotal pain when such structure twisted & then went away on its own. Still worth scrotal ultrasound to make sure.
