My scrotum for the past one week has been turning pale to dark red to pale. is this cellulitis? how would i know if this was cellulitis?

Unlikely: Cellulitis, an inflammatory and usually infectious condition of the skin presents with redness, warmth, pain and tenderness and hardening of the tissues with swelling. If these are occurring see a doctor immediately before this gets very serious. Good luck.
