Possible: Infection from scratching. Sounds like a dermatitis of some variety. Try otc cortisone and if this doesn't help see dermatologist.

No.: Because you're not mentioning the other hallmarks of infection, i.e. Warmth and drainage, this is more likely related to insect bites than infection, and the itchiness would also be typical of some sort of insect bite.
