Derm or plastic: This requires surgery. Laser can improve red birth marks only. Dermatologist will have more expertise in diagnosis of different kinds of birth marks and their implications nd perform total body exam.

Depends: For most birthmarks, as dr. Westfried said, a plastic surgeon or a dermatologist. For large, complex, and especially vascular birthmarks, you want to go to a center that specializes in birthmark removal.
