What exactly are you asking? Cycling is a good low-impact exercise. Reducing a hip means putting it back into joint. Is the hip out of joint? can you explain more?

It is not feasible to target one body part for fat reduction. If you lose weight yours hips may become smarter. Fat on hips is less unhealthy than fat in the belly. In addition to exercising you need to reduce your intake of calories. Wish you good health.
