Oct 2013 & Jan 2014: The affordable care act (health care reform or obamacare) is the federal law passed in washington in 2010. There are also state laws passed since that time, to actually do the improvements required under the federal law. The improvements mean millions of americans will be able to get insurance through health insurance marketplaces, beginning in october 2013. Their new coverage begins jan. 1, 2014.
