Depends: Without seeing your feet and reviewing your whole history, giving a helpful answer is difficult. My usual approach for follow on procedures is to wait until the patient is healed and comfortable enough to deal with the procedure. If you feel you are at that point, it is difficult to say why your doctor wants to wait. I'd ask him to explain why he wants to wait, considering the extra cost involved.
