Skin issue: In this case, it sounds you are putting to doubt the expertise of the skin doc you saw. This is your right and is absolutely fine! the only way to solve it would be to seek consult from another dermatologist. That's what i would suggest.

Second opinion?: If the dermatologist examined it, and determined that a biopsy is not necessary, you probably don't need a biopsy. If you are still worried, seek a second opinion from another dermatologist.
