Could be scar: It could be the scar tissue or adhesion. Lipoma is depending on the size and location. If symptom persist, you should see your doctor to get a full check up.

C section and pain: You have to be examined by your doctor to make sure you have not developed a hernia through the incision on the lower abdomen. Lipomas can also be painful.
