Not necessarily: I am not an orthodontist, but my impression is that a bite plate may correct an underbite or an overbite, but not straighten teeth. You need braces to do that.

Don't think so: What is the purpose of the bite plate? If it is an orthodontic retainer, it maintains tooth position fairly well. If it is to help, you with grinding, it is not designed to move teeth. Only devices that are designed to specifically straighten your teeth are able to do so.
