Potty training: It is time to train him , but when we start training the children they might start to hold their urine and this is a risk factor for urinary tract infection, constipation also is a risk factor for uti. Make it easy and fun training . No punishments.

Treat constipation: Problem with bowl movement-constipation may make hydronephrosis worst. Please treat constipation first more fruits and vegetable/water this treatment and a relaxed approach without pushing too hard will help with the potty training.
