Highly improbable: Unless this puppy had been bitten by a rabid animal there is virtually no way that it could be infected, and furthermore a scratch, absent saliva on it, is very unlikely to transmit the rabies virus in the event it was present. If this was an unprovoked attack and bite, then might be concerned.

Puppy: Avpuppy is usually home bred and has not been exposed to rabies. There shouldnt be a problem especially if you were only scratched.

No: Rabies comes form the scratch or bite of a rabid dog. If this is a puppy you know who is happy and playful then it sounds normal. Clean it and use over the counter antibiotic ointment.
