The condition: Is called varicocelle. It can lower the sperm count. If it is mild, a simple support is sufficient mainly during physical activity. The veins can be ligated surgically as an open procedure, can be ligated by laparoscopy and can closed, embolized. This usually is done by an interventional radiologist. I would however suggest go see a urologist. Have a complete examination by him!
