Maybe,maybe not: Generally, if the cut is limited to the red of the lips, it is ususlly left open to self heal.Bacteriostatic factors in saliva keep it from festering. If the cut crosses over into the junction between facial skin and the red , stitches may be needed to line up the edges and prevent healing in a jaged line.
