Yes: A twisting injury to the foot can certainly damage ligaments along with tendons, bone and cartilage. If the pain warrants, i recommend you see an orthopedist or foot specialist for evaluation.

Yes : But could be many other things as well. Depends on how foot was positioned during the injury. Mri would be suggested to rule out torn ligaments, tendons or fracture.
