A couple of reasons: It could be something on the skin like a fungus, an allergy or other reaction to an irritant (ie. Insect bite). However, it can also be the first signs of an underlying condition affecting the nerves if it is chronic - such as a neuropathy or in some instances, a disease like diabetes. Go to the podiatrist and get it examined.
