Every joint: Has fluid in it but if you are asking should the fluid be a lot then know and swelling around ankles can be from so many things it would help if you were more specific. Any trauma? Poor venous flow, high blood pressure and on and on.

Not normal: Extra fluid in any part of the body signals something is wrong. Could be systemic disease (arthritis, kidney, heart, circulation) or could be from injury/wear and tear arthritis. See a podiatrist or pcp first. Either may be able to help or may know which other specialist could help.
