No: Clonidine is an alpha-2 receptor agonist (stimulator) which means that it ends up opposing norepinephrine, which is why it lowers blood pressure (among other things). Klonopin (clonazepam) is a benzodiazepine - same class as valium, ativan, xanax, (alprazolam) etc.

Quite different: Clonidine is a "centrally acting alpha-agonist hypotensive agents" with FDA approval to treat high blood pressure. It is used off label for many other purposes to include reduction of anxiety. Konopin or Clonazepam is ananticonvulsant (antiepileptic drug) in the benzodiazapine class that is also used to treat panic attacks.
