Could be an abscess: When a tooth becomes abscessed, the infection eats away the bone and tries to find a way out to relieve pressure by creating a vent hole through the bone to the outside; for the bottom teeth, this could occur on tongue side, as infection follows the path of least resistance.

See a dentist: There is a good possibility that the pimple is a drainage from an abscessed tooth or even a gum infection but you must see a dentist to rule out something more serious.
