See a doc to evaluate cause and possible treatment. For a simple dental fear, hypnosis, nitrous, oral antianxiety meds can be used.

Not sure: Do you mean someone that has had an accident or someone that went to a dentist and suffered trauma? I would imagine that any trauma can leave an emotional scar. Hopefully the person can rationalize the situation and overcome any negative personality traits that do not work well in their lives.
