An 18 mo old's: teeth should not be moving, especially if he has not fallen. I would recommend you have his pediatrician check them or see a pediatric dentist.

Tooth mobility: Tooth mobility and shifting in an 18 month old is definitely not normal, and may be indicative of trauma. American Dental Association recommends that all children have their 1st dental check up at about the time of their 1st birthday. As your child is having a problem, would recommend evaluation by a pediatric dental specialist, a Pedodontist.
