Yes and no : Where is the splint ?(arm, foot, etc) how active is your child ? Ask your ortho.

Yes: If you feel comfortable letting him return to school he may do so. It would be wise to keep him out of recess or pe to avoid the chance of reinjury.

Fracture: Safe to return to school. Just let the teacher and physical education teacher know and keep them low impact.
