Veins?: If it's the top of your hand, it could possibly be a superficial radial sensory neuropathy v. A crevical radiculopathy. Getting electrodiagnostic testing done (nerve conduction studies and electromyogram) can help figure this out. This is done my a physical medicine physician/pain specialist or neurologist.

Hand veins: Tingling is not a symptom of hand veins although you may have hand veins and tingling. The sensation of tingling is usually a nerve related problem and may be due to carpal tunnel syndrome or other nerve related problems. I would recommend seeing a hand specialist as in initial step in identifying the cause of the problem.
