Reverse browlift: Yes, this has been described - it's called a reverse browlift. An incision is made at the hairline, the hair bearing scalp is undermined, and advanced downward. But sometimes, hair transplanation to the area is a better answer. Best to see a board-certified plastic surgeon for an in-person consultation.
