Unlikely: This is unlikely. And the rash is unlikely due to the Cipro (ciprofloxacin) but still a secondary reaction from the first adverse drug reaction the the bactrim.

Yes: Allergies vary - but if swelling around mouth, tongue, back of mouth, throat - all can compromise your breathing. You should have this checked very soon. Extreme reactions can cause shock too.

The rash suggests an allergic reaction, especially if it itches. Breathing problems and wheezing are common symptoms of allergic reactions as well. So yes, it is possible that the rash may progress to a breathing problem.
